Hello,
It will be available for the same subset of videos and browsers that
supports variable speed playback via the normal YouTube HTML5 player.
I believe that the full video stream is still downloaded, and the
translation happens by the browser's HTML5 <video> support. There's a
playbackRate attribute on the HTML5 <video> element:

Only 0.5 through 2.0, with increments of 0.5, will be supported, last I
checked.
There are a number of factors that go into whether you will get a HTML5
<video> player, including the end user's preferences and browser. This
