Remains Identified As Those of DFS Man


Crestview police say skeletal remains found March 28 in the woods off Pandora Drive come from a DeFuniak Springs man. The Florida Department of Law Enforcement and the medical examiner's office identified Damian Matthew Andrews, 31, through DNA evidence at the scene and dental records. Andrews' sister reported him missing to the Walton County Sheriff’s Office in February of 2011, police said. The cause of death is unknown due to the remains' condition, police said.



OCSO Shooting Death Update


The Okaloosa County Sheriff’s Office, with the assistance of the State Attorney’s Office, is continuing its investigation into a shooting death that took place around two a.m. Sunday morning at a home in Dorcas.

Investigators say the victim, 56-year-old Thomas “Gerry” Rangeley of Gonzalez Louisiana, was a visitor at the home and the brother-in-law of the home’s owners.


Deputies called to the scene at 5485 County Road 393 say they found Rangeley inside the trailer with a gunshot wound to the chest. He later died at North Okaloosa Medical Center in Crestview. Investigators say Rangely

had been shot once with a .22 caliber rifle by 51-year-old Burton Terry Todd of that address.

Investigators are continuing to interview witnesses to help determine the sequence of events leading up to the shooting. No charges have been filed at this time.



Deputies Say Man Hit Child and Pregnant Lady


The Okaloosa County Sheriff’s Office has charged a Mary Esther man with battery, aggravated battery on a pregnant victim, and felony child abuse. Sunday evening Deputies arrested 26-year-old Tory Mitchell Wright of Brenda Lane. Deputies say Wright punched a four-year old child in the stomach, and then pushed and hit his sister, 20-year old Delashay Campbell, after she intervened. Campbell is eight months pregnant. Deputies say Campbell and the four year old child were not seriously injured.

DFS Council Meeting Review


Someone got canned, but that is a good thing when it helps feed those in need. Candy Knowling, the managing director for the Matrix Community Outreach Center reported they received over 1000 food items for the recent Marvel of Flight food drive.


The Council agreed to assist with the annual DFS Kiwanis Take A Kid Fishing Day event. It will move back to the Lakeyard. The catch and release event should have around 150 kids. They asked to utilize the space near the pier, to sell bait and concessions to help raise funds and feed the fish. Feeding the fish means no public fishing in the area near the pier until the event. They feed for a few weeks then stop feeding a few days before.


Mayor Bob Campbell will represent the Council on the Economic Development Alliance Board. Council member Henry Ennis asked to extend the moratorium on the impact fees. Member Mac Carpenter said he might vote for it but had a concern due to the lack of description on the agenda. Council member Kelley said he has received a good response from business people. He also told Carpenter there are ways to come up to speed on the issues. Mayor Campbell said he thinks the moratorium is good, but cautioned going to long, saying the city absorbs the cost. Campbell said it impacts the system, in this case the utilities. Carpenter said his understanding of the impact fees is not to use them to go back and fix the deficiency, rather when the new business comes in use it for expansion. Usually an impact fee is to help increase the needs as new growth occurs. Carpenter said he would not necessarily vote against it, but wants to know what the results have been. Taylor Lathinghouse spoke on the issue, saying he was there due to the impact fee question. The motion to continue the moratorium passed 3-1.


Carpenter asked to appoint Kim Kirby to the Airport Advisory Committee. Henry Ennis made the motion and Carpenter made the second. The motion failed 3-1. Carpenter said he would bring the appointment back to the next meeting.


Carpenter pointed out when the comprehensive plan was recently amended it was not properly advertised. He also said he does not believe the applicant understands the required buffer. The old Western Wear store would be removed to make room for the warehouse. Carpenter noted they are backed up to a residential neighborhood.


Council approved purchasing three new patrol cars. Cheif Weeks said local dealers can not meet the state contract price. The 2013 Dodge Chargers are fully equipped cars with lights, paint and equipment at $34,926 each. The majority of the current black and whites are 2007 models and nearing the normal life end for a patrol car. This is the same car the Highway Patrol uses. Weeks said when the car is delivered, they can turn the key and go to work.


Darel Maybron returned to talk about his property on Walbash Avenue. He said he had been living in the house and had permission to do so, but the city condemned the house. The city will work with and sell gas to the asphalt plant at the gravel yard west of town. The idea is considered a win win with the lower costing energy source powering the facility and city able to take over the equipment once the company installs. They will receive a monthly maintenance fee. The city will build another T-hanger. City employee Mike Sasser has been appointed to the Florida Gas Utility board. Circle drive will be closed on the 4th for the celebration. All fireworks, including legal fireworks, will be prohibited. The DBPA puts on the event.
