DFS Meeting 10-09-12
The DeFuniak Springs City Council meeting started with several citizen requests. The DeFuniak Springs Women’s Club asked to make Circle Drive a closed street for Halloween night. In the past the request has been to make the roadway one-way to allow parents the ability to take their children around. The Women’s Club said there have been safety concerns. The Council agreed the additional safety is needed. The hours will be the same as the DBPA’s Halloween Happening, from 6pm until 8pm on the 31st. This is an hour later starting and stopping time than previous years.
The Women’s Club also asked for a reduction of the water expense, saying they have over $200 in bills at a time when they used no water. This also includes sewer rates. Council was told there are several months when they do not use any water, but have to pay the minimum fee. The Club is on a commercial rate. It was noted the money they pay for water not being used would help send children to after school care. Mac Work made a motion to amend the ordinance to allow the 501c3 organizations they fund to be based on residential rates. The discussion mentioned opening a door for other use later and how much it would help. The motion failed three to two.
Citing time constraints, but wanting to stay on the committee, Sara Comander asked to resign as the Tourist and Economic Development Committee Chair. Kermit Wright asked to have a meal to say “thank you” to the city employees. The Council renewed the contract for bio-solids sludge from the waste treatment plant. The city is working on the new water hook-ups. If you have the pipe in your yard, please be patient. The Council also approved renewing the agreement with the Walton Economic Development Alliance.
City manager Sara Bowers presented a report on the costs to operate the rental facilities based on what it takes the city to provide the opening and closing for events. The recommendation is to increase the rental fees slightly. There could also be a yearly increase based on the Consumer Price Index. This would also provide a mechanism to charge non-profits based on the costs or costs plus a fee. Henry Ennis said he does not feel this is the time to go up on rates. Mac Work noted the city pays more in utilities than they make in rent. The city will change the ordinance to allow changing rates by resolution.
The DeFuniak Springs Fire Department responded to a structure fire with people inside. Two firefighters from the city responded to the residence just outside the city limits. The firefighters, along with a county firefighter, saved three children and a mother by carrying them out of the burning building. Another firefighter stayed in the city to make sure it was protected. DeFuniak Springs Fire Chief Brian Coley said Congressman Miller, Brad Drake and Marti Coley will present the firefighters with recognition.
The Council also took time to thank the city employees for their extra effort in a time much is being cut. The Council noted how they are picking up the slack.

OCSO Home Invasion
The Okaloosa County Sheriff’s Office is investigating a report of a home invasion robbery on October 6
th at 1150 Airport Road in Destin.
The 30-year old victim says he was sitting on his couch watching football around 8:30 p.m. when he heard a knock at the door. When he looked out the window, he saw a woman and then opened the door. He then noticed another female outside and saw two men running towards his door.
The victim says he ran towards his bedroom to get a firearm and was knocked down and hit three or four times.
He says one of the men took his pistol, his cell phone and cash. He told deputies the suspects got into a JeepCherokee type vehicle and left.

LEGISLATIVE ITEMS:
1. RECREATION FEES ORDINANCE - An ordinance amending the Walton County Land Development Code section 11.03.03 to modify procedure for valuing platted land for the purpose of calculating recreation impact fees for subdivisions, providing for severability, and providing an effective date.
2. PRESERVATION FEES ORDINANCE - An ordinance amending the Walton County Land Development Code section 4.06.02 to modify a procedure for valuing land area for the purpose of calculating preservation buy out fees for subdivisions, providing for severability, and providing an effective date.
3. LSA 12-01.01 - Walton County is requesting the adoption of a Large Scale Text Amendment to Walton County Comprehensive Plan Future Land Use Element Policy L-1.4.4 Neighborhood Commercial, to modify the location criteria for new Neighborhood Commercial future land use map designations to allow new designations in the Route 30A Scenic Corridor on DeFuniak Street in Grayton Beach south of CR 30A and north of Pine Street.
4. LSA 12-01.04 - Walton County is requesting the adoption of a Large Scale Text Amendment to Walton County Comprehensive Plan Future Land Use Element Policy L-1.4.10 Light Industrial, to modify the location criteria for new Light Industrial future land use map designations to include a requirement to establish compatibility through a compatibility analysis and to remove the requirement that they be located on a major collector or arterial roadway with immediate access to the regional roadway network.
5. Sugar Sand Lane Plat - Project number 12-00300002 is a plat application submitted by Emerald Coast Associates, Inc., for a four (4) lot single-family subdivision (DO# 05-00100066) on 0.48 acres with a future land use of Village Mixed Use. The project is located at the southeast corner of the intersection of CR 30A and Sugar Sand Lane, identified by parcel number 24-3S-19-25120-000-0146.
6. WRM Ventures Plat - Project number 12-00300009 is a plat application submitted by WRM Ventures, LLC, for a seven (7) unit commercial subdivision on 9.92 acres with a future land use of Light Industrial. The project is located approximately 0.25 miles north of US Highway 98 and Old Blue Mountain road, identified by parcel number 25-2S-20-33190-000-0160.
7. Villas at Inlet Beach Re-Plat - Project number 12-00300006. This is a replat application submitted by Emerald Coast Associates, Inc., requesting approval for a re-platting of 10 existing lots to 8 lots and the common area of Villas at Inlet Beach on approximately 2.1 +/- acres with a future land use of NPA/infill. The site is located south of Winston Lane on the Gulf of Mexico and identified by parcel number 36-3S-18-16115-000-0010.
QUASI-JUDICIAL ITEMS:8. Sunset Villas Replat - Project number 11-00300003 being reviewed by Jason Bryan. This is a re-plat application submitted by Gulf Coast Community Bank, re-plating lot 8-12 of Sunset Villas lots on 0.458 +/- acres with a future land use of Residential Preservation. 9. Park Avenue West PUD - Project number 11-001-00006 being reviewed by Jason Bryan, with Scenic Corridor Review by Mac Carpenter. This is a major development application, submitted by Inlet Beach Capital Investments, requesting site plan and development design approval for a planned unit development consisting of 4,800 square feet of commercial space and three (3) single family lots. The site is approximately 0.82 acres with a future land use of Neighborhood Planning Area/Infill within the Inlet Beach Neighborhood Planning Area. The site is located on the south side of Highway 98 and abutting West Park Place, approximately 0.4 miles south of the Orange Street, more particularly identified as parcel identification number 36-3S-18-16100-000-1720.
