DFS Considers Historic Building Ordinance
The city of DeFuniak Springs is proud of and markets its historic buildings. An ordinance was presented that would require the owners of older buildings in the historic section to make sure they are maintained. The question came up, just how maintained should they be and in the long run is this helping or hurting?
Business and building owner Dennis Ray said he is encouraged and delighted in the things that have been done to help the business community and he is involved in preservation. Ray owns three buildings, and the Little Big Store. He said he has concerns about the ordinance, though he does understand the intent.
Ray said the ordinance as it is written is so tight it could discourage some businesses. He said maintenance conditions like no leaking joints, no way a rodent can enter and no mold inside or out are impossible on a 1900’s building. The Council was challenged to find many buildings with no outside mold. He asked the Council to not take action at this time.
City Attorney Clayton Adkinson said he has concerns about the penalties and how detailed they would look at a building’s maintenance. He used the example of chipped paint and how specific they would look.
Council agreed to take another look. Business owners and property owners asked to be given an opportunity to work with the city to make any corrections. They said they want to make sure the buildings and historic look of downtown is preserved and will together with the city.

OCSO Drugs In Home With Children
Okaloosa County Sheriff’s Deputies arriving at a Crestview home to serve a felony arrest warrant
Monday, October 22nd, found evidence of a residential meth lab. 26-year old Christina Blair Russell of 5301 Godfrey Street is charged with conspiracy to traffic in methamphetamine and child neglect without great harm.
Investigators went to the house to serve a warrant on Russell’s husband, Allen Rhinehart. Rhinehart was not home at the time. However in the backyard they found open and stripped lithium batteries,
ephedrine/pseudoephedrine blister packs, and Coleman camp fuel along with a hydrogen chloride gas generator and burned “one pot” cooking vessel. Inside the home’s laundry room, they also found
bottles of suspected methamphetamine liquid, a homemade pipe, and other meth lab-related items. Russell told deputies she allowed her husband to cook the meth inside the home while two children,
ages two and four, were in the adjacent room. She says between five and ten cooks have taken place in the house while children were present.
Paramedic Injured While At Crash Scene
A pedestrian, Paramedic Pedestrian Busby, was responding to a traffic crash that had occurred just prior to his being struck while at a crash scene. The 52-year-old Busby was standing on the passenger's side of an ambulance attempting to remove a backboard. The ambulance was parked in the inside turn lane of Highway 85 near Special 7th Special Forces Way. As the pickup, driven by 40-year-old Crestview resident Scotty Mathews, was traveling south on State Road 85 in the inside through lane. Due to the prior traffic crash, traffic was moving very slow. As Busby reach inside the ambulance and removed a backboard it struck the left side of the truck and the board spun in his hands. As the backboard traveled backwards Busby's right arm got caught in the strap attached to it. This action caused his right arm to twist, wrenching his right elbow. There are no charges.

WCBCC Meeting
Before the regular Walton Commissioner meeting, the commissioners held an executive session to discuss two lawsuits by Suzanne Harris. They will take the settlement agreement under advisement and hold another executive session later.
Under consent agenda, talking about agreements with various fire departments, Commissioner Sara Comander said she would like to make sure they receive regular reports. Comander said these will help the commissioners make decisions.
Commissioners said they will approve a road for county maintenance, but only after it is completely brought up to standards. Engineer Cliff Knower talked about a project with DEP and connections to trails. The effort is to try and get an 80/20 grant that can include an in-kind match. A community meeting will be held. The county is working on adding more teeth to code enforcement fines. Ken Little, presented the Tri-County Small Area Studies.
Walton is putting together a RESTORE committee. How projects will be presented and to which pot of money was discussed. The county is creating a new position to have someone be the point person for all things RESTORE. The position will be paid for through landfill funds since it deals with economic development. BIll Imfeld asked about what the person will work on. He was told it would not only be RESTORE, but possibly NRDA and other economic development issues. Commissioner Sara Comander attended a RESTORE Consortium meeting and said she saw eagerness to work together on a regional approach, a diverse group, and that the governor would like to be on the committee.
Commissioners approved a resolution declaring November as Alzheimer's Awareness Month. November 3rd there will be a walk around the Lakeyard, November 10th will be the Country Festival at the Friendship House. It will conclude with an evening candle lighting ceremony. If you see a purple ribbon, it is for Alzheimer’s awareness. November 13th is National Memory Screening Day at the Health Department.
TDC Director Dawn Moliterno asked to advertise for expiring Council seats. She reviewed the recent annual meeting. Much of the information presented at the annual meeting is available on the TDC Partner website.
Attorney Toni Craig talked about letters of credit and what liability the county has. She said her opinion is the county basically becomes the trustee of the funds received. She said the guarantee is for the funds, but not necessarily that the needs will be all taken care of. The Clerk and engineering department have over $400,000 in funds they are holding for future action.

The Air Force Junior ROTC program at Walton High School is hosting the First Annual “Thank-a-Vet” 5K Run/Walk” on Saturday, November 10th at 8 am at the DeFuniak Springs Lakeyard. Proceeds will go towards the Walton AFJROTC program and to the Special Operations Warrior Foundation. The course will begin at the amphitheater and around the lakeyard and surrounding areas.
