Intoxicated Mother Charged
Just before 10 in the evening of October 16, the Walton County Sheriff’s Office arrived at a home on W Hibiscus Avenue after attempts to return a telephone call to the caller at the residence were unsuccessful. Upon arrival, authorities found the door to the residence wide open. A neighbor went inside and contained two large dogs while law enforcement entered the home and found a woman, later identified as 37-year-old Lisa Copeland, unresponsive. Her 13-year-old son was also found in the residence. They attempted to wake Copeland up but with no response. Copeland’s son told the deputy on scene that his mother was drunk.
Law enforcement called for an ambulance to come to the house to check on Copeland. A deputy was able to get Copeland to respond to him but she was mumbling and reaching for a bottle of alcohol close by. EMTs arrived on scene and assessed Copeland’s condition. She was then turned over to the deputy for arrest. While being handcuffed, Copeland snatched away and attempted to run. The deputy caught Copeland and quickly placed her into the patrol car.
The Department of Children and Families was contacted and Copeland’s son was turned over to another family member.

Student Who Hit SRO Sentenced
Remember the story where a student hit a deputy while at school? One witness reported that the student “sucker punched” the SRO. He has now been sentenced and will face prison time. Isaac Xavier McDonald, the 17 year old student who was charged with Aggravated Battery on a Law Enforcement Officer, was sentenced by Judge Kelvin Wells. Wells sentenced McDonald to 7 ½ years in a state prison, to be followed by 7 ½ years of probation. He was also ordered to pay restitution and court fees that totaled close to $38,000. McDonald pled no contest in August to his charge.
McDonald was arrested earlier in the year after he hit the school resource deputy several times in the head and the face with his closed fist. He then disarmed the deputy of his ASP baton and attempted to take his sidearm. The deputy had been trying to keep peace on campus at Walton Academy after several students began to get involved in an altercation.
Airman Dies In Accident
An active-duty Airman, assigned to the 96th Test Wing, was killed during an accident on Oct. 11. Major Garrett Knowlan died while participating in Air Force Survival, Evasion, Resistance, and Escape (SERE) training at the Naval Air Station Pensacola, Fla. The training is operated by Detachment 2, 66th Training Squadron which conducts a water survival course for those aircrew members going to parachute-equipped airframes. This course lasts four days and includes instruction in signaling rescue aircraft, hazardous aquatic life, food and water procurement, medical aspects of water survival and life raft procedures.

Tax Collectors Concerned About Proposed Tag Process
Florida’s tax collectors, local officers directly accountable to the public are warning a sweeping plan to change the way Florida’s license tags are issued will create a host of unanticipated problems for drivers – including delays, lack of accountability, higher costs to consumers and reduced customer service.
Leon County Tax Collector Doris Maloy, president of Florida Tax Collectors, Inc. says their issue is not with the change in the plates, their concern is with the idea of scrapping a system that currently works well for the people of the counties and replacing it with a system that hurts customer service, costs drivers more money and provides no real benefit to the people.
DHSMV recently announced plans to redesign Florida’s license tags using a flat plate technology, which it says will make the tags more readable by tollbooth and red light cameras. The department has also proposed turning production and distribution of many tags to a single private company, removing the tax collectors from their public service role distributing convenience tag renewals.
Capital Analytics has noted that the annual savings, estimated by DHSMV at $123,000 per year, would be offset by some $400,000 in startup costs including development of bid requests, vendor selection and independent contract monitoring. Production of new tags will cost an estimated $31.4 million.
Walton County Tax Collector Rhonda Skipper says the central issuance of license plates is an proposal that concerns her and Tax Collector’s around the state, and one she is following closely. Skipper says they are in the business of delivering local, personalized service and certainly have concerns about this impeding their ability to do just that. The Tax Collector says she plans to attend the upcoming Cabinet meeting to discuss central issuance and looks forward to a healthy discussion with them regarding this matter. As a local elected official, she says she is a strong advocate for local and personalized service and this will be the message she will share with Cabinet members.
Skipper, whose office has been recognized for improvements and customer service, says she remains supportive of innovative ideas and embrace positive change. Should State Executives determine to change the current process for license plate issuance, Skipper says her team of employees and herself will embrace the challenge and change and continue to deliver the best service to customers while always looking for the opportunity to make that service as personal as possible.

Homecoming at Walton High School will be on Friday, October 19. The activities that day will include a homecoming parade through downtown DeFuniak Springs. The Walton Braves will take on the Marianna Bulldogs. The evening's activities at Yates Memorial Stadium will begin at 6:15 with the presentation of the class floats. The homecoming court will be presented at 6:30, and kick-off for the homecoming football game will be at 7 pm.

The Rotary Club of DeFuniak Springs is holding a Night Golf Tournament on Friday, October 26th at the DeFuniak Springs Country Club.
