Kisella Still To Go
For several months questions about Walton County Administrator Greg Kisela
were asked by the commissioners during the Walton Commissioner meetings.
Commissioner Scott Brannon has clarified how Kisela chose to manage
situations. The commissioners also expressed dissatisfaction with the way
Kisela handled the agreement with Freeport’s Fire Department. During other
meetings, subtle comments were made indicating a commissioner might have a
problem with the way Kisela was managing.
For several weeks, in the community, the talk and communications were a
commissioner might ask for Kisela to be removed or recommend another
change. Before the last Walton Commissioner meeting, Kenneth Pridgeon,
county attorney Toni Craig and Kisela met to discuss his employment. At the
commissioner meeting, Pridgen announced an agreement was met with Kisela
where he would voluntarily resign, get any leave time owed and get the six
month severance package that has been offered to several other management
level county employees. The commissioners voted to accept the agreement,
with Cecilia Jones and Larry Jones the two nay votes.
After the vote, residents questioned why Kisela was leaving and why the
county would pay him around $60,000 when an employment agreement was made
when he was hired around a year ago. Most residents who questioned the
vote, were not in favor of Kisela leaving, but wondered why an employment
agreement was made, yet no followed.
Thursday morning the commissioners met in special session. Interim County
Administrator Gary Demers said Kisela was still on the job after concerns
he would not get the 6-month severance package. Demers said there is
confusion if Kisela could resign and get the package. He suggested the
commissioners rescind their previous motion to accept a voluntary
resignation and vote to terminate without cause. Craig said this would
clarify the issue. Demers said Kisela has agreed to the change.
Commissioners voted to rescind the previous vote, agreed to terminate
without cause and agreed Kisela’s last day would be June 22nd.
One resident, Ed Lindsey, asked why Kisela was being removed. No reply was
given.

Keep Election Signs Off State ROW
As election season gears up across Northwest Florida, the Florida
Department of Transportation (FDOT) is reminding all citizens that state
law prohibits political signs on state right of way.
In Section 479.11(8), Florida Statutes provide that no signs shall be
erected, used, operated, or maintained on the right of way of any highway
on the State Highway System.
Political signs placed on state right of way will be removed by FDOT staff
and placed at one of the department’s operations centers. FDOT personnel
will make reasonable attempts to preserve campaign signs that are taken
down and to provide campaign offices an opportunity to claim the signs.
The roadway right of way includes the roadway surface, concrete or grassy
median, intersections, entrance and exit ramps, and a strip of land,
usually bordering either side of the road, which is reserved for shoulders,
drainage ditches, sidewalks, traffic signs/signals, fencing, electrical
traffic signal control boxes, utility lines and future road expansion.
Improperly located signs on state right of way poses a traffic safety
hazard that can distract motorists or block their view, endanger the safety
of individuals who are erecting signs along busy highways and present
obstacles to crews who maintain roadways.
While the City of DeFuniak Springs has reduced the restrictions on signs,
remember that these regulations include the right of way along state
highways running through the city. This means, 331, 90 and 83 all should
not have signs in the right of ways. Walton County does not have any
ordinances against sign placement. Another area where signs should not be
placed is along railroad property. This is considered private property and
you can not place signs without permission. You should not place signs on
other private property without permission, even if there are other signs
already there.

Eglin Fires
Fires burning to the north of Hurlburt Field are confined to the Eglin
Range and are no longer a threat to the installation and Commando Village.
No structures are threatened at this time and the need to evacuate is not
anticipated. The Gator Lakes Golf Course remains closed due to the staging
of fire-fighting equipment and ongoing helicopter operations, and is
scheduled to reopen Saturday, June 2.
The Hurlburt Field Fire Department and Jackson Guard's Fire Management
section, in conjunction with the Florida State Forest Service, will monitor
and engage the fire throughout the duration. If necessary, more than a
dozen local fire departments and state and federal agencies stand ready to
assist. Winds are expected out of the southwest for the foreseeable future,
but some area residents may experience smoke until this area receives
significant rainfall.
As part of standard fire fighting protocol to limit future wildfire danger,
closely monitored controlled burns will continue on Eglin Range, north of
the base, until the end of the week. Smoke will continue to be present in
this area and may become heavy at times.
The smoke and other residual side effects stemming from the fires combined
to degrade air quality. The Florida Department of Health has issued an
advisory recommending steps people in the area need to take until the air
quality improves. Personnel are advised to take the appropriate measures to
conduct operations in a safe and risk averse manner.

Holmes County Fire
A structure fire in western Holmes County, off Highway 10-A, caused damage
to the attic of a home. Holmes Fire Departments were aided by Walton’s
Argyle District as the fire was called in. Upon arrival, firefighters found
smoke and flames coming from the attic. The fire was put out and damage
generally confined to the attic. The fire was just after storms went
through the area.
