Water Rescue and Water Recovery
On a morning with temperatures in the lower 40’s, just after 7am Monday, emergency services were called to a report of a capsized boat on the east side of the U.S. 331 Causeway and relief bridge. According to Stan Kirkland with the FWC, two individuals launched a 14 ft. aluminum boat into the bay late Sunday night to fish for flounder. It is unknown when the boat began to take on water and capsize in the high winds.
One man, 18-year-old Tyler Carpenter of Ft. Walton Beach, was able to put on a life jacket and swam to shore. A passerby saw him and called 911 while he was still in the water. Carpenter was rescued and taken to the local hospital and later released. First responders continued searching for the second person, 41-year-old Robert Gregory, of Mary Esther. Gregory is the uncle of Carpenter.
Wednesday afternoon the Walton Sheriff’s Office had two boats on scene, Freeport Fire and Rescue had a boat and the Florida Wildlife Commission (FWC) had four. A helicopter was also used. Later in the afternoon, the Walton County Sheriff’s Office Dive Team arrived to search the waters of the bay. Eventually the scene was turned over to the FWC. The search was called off for the night.
Tuesday morning the FWC, Walton County Sheriff’s Office and Freeport Fire & Rescue units returned to the water. A Command post was set up along the Causeway. The boat has been recovered along with some of the items the two men had with them.

Active Bears
You need to be watching out for trick or treaters this time of year, but you also need to be watchful for bears on the roadways and in neighborhoods. Fall is an active time of year for Florida black bears as they stock up on calories for the coming winter. Though black bears don’t really need to put on pounds to survive the state’s usually mild winters, they behave as if they do need to – eating about three times as much as usual.
Because bears now are busy filling their bellies, the Florida Fish and Wildlife Conservation Commission (FWC) asks people to be extra diligent in securing food sources around their homes and businesses that can attract bears and create problems.
David Telesco, the FWC’s bear management program coordinator says, “If you are a Florida black bear, raiding a garbage can to eat stale doughnuts and the leftovers from last night’s spaghetti may be more appealing than foraging in the woods for palmetto berries and acorns.” “Preventing bears’ access to food is the most important thing people can do to keep bears and other wild animals out of neighborhoods.”
In autumn, bears begin a natural process called hyperphagia, which means they are putting on fat for the winter. They will consume around 25,000 calories a day and eat almost anything that’s convenient. The easier a food item is to get, the more likely it is that a bear will take advantage of it – and a bear’s sense of smell is so keen it can detect food more than a mile away.
Bear-related calls to the FWC are up this year in many parts of the state. Since January in central and south Florida, the FWC has documented the highest number of calls per month on record for six of the past nine months. Calls in other parts of the state also are relatively high this year.
.To keep bears away from your home and neighborhood, follow these tips:
- Feed your pets indoors or bring in dishes after feeding.
- Secure household garbage in a shed, garage or a wildlife-resistant container.
- Put household garbage out on the morning of pickup, not the night before.
- Secure commercial garbage in bear-resistant dumpsters consisting of metal lids or metal-reinforced plastic lids and lock bars.
- Clean grills and store them in a locked, secure place.
- Remove wildlife feeders or make them bear-resistant.
- Protect gardens, apiaries, compost and livestock with electric fencing.
- Pick ripe fruit from trees and remove fallen fruit from the ground.
- Encourage your homeowners association or local government to institute ordinances on keeping foods secure that would attract wildlife.
Telesco says conflicts between Florida black bears and people are preventable. He says most people who follow the FWC’s advice on how to bear-proof their homes and businesses don’t have conflicts with these large and powerful wild animals. Go to MyFWC.com/Bear to learn more about

Credit Card Counterfeit Operation Stopped After Arrest
An Okaloosa County Sheriff’s deputy who made a traffic stop on a man driving erratically on Interstate Ten October 26th discovered marijuana, an unusual amount of credit cards, a laptop computer, a credit card reader/coder and bundles of merchant store gift cards inside the car.
48-year-old Jesus Bello told investigators he was traveling from Lafayette Louisiana to his home in Miami and refused to answer questions about the credit card encoder. The OCSO conferred with the Secret Service in Tallahassee, which confirmed that Bello possessed what is described as a
credit card counterfeit operation. The suspicious credit cards turned out to be fake. Bello in fact had thirty-nine credit cards with his name on the front, along with 115 merchant gift cards believed to be counterfeit.
He has been charged with possession of marijuana, possession of drug paraphernalia, trafficking in counterfeit credit cards, possession and transfer of credit card making equipment, and use of a scanning device or reencoder to commit fraud.
