Moms Say Honors Needed At SWHS

As the Walton School Board met to discuss the budget, two mothers from South Walton High came to ask the Board to include more Honors classes. Honors was discussed recently as the Board addressed the Student Progression Plan.

The mothers said the school needs more core Honors classes. While the school offers A.P. Courses and Dual Enrollment, they said some students are not ready for the higher standards of A.P. and college, but need more than the regular classes. The mothers told the Board the regular classes put the students at a disadvantage. They said the honors on a weighted GPA is needed to help the students with college enrollment.

Superintendent Carlene Anderson said part of the problem is costs. She said the program has to be cost effective. She also said honors was offered at South Walton, but no one signed up for the class. The moms said the students did not understand how to sign up. Honors is being offered in science.

Anderson, the Board and the moms talked about ways the classes could be offered. The Moms said they understand the cost problem. Anderson said the voter approved constitutional amendment requiring smaller class size keeps them from having enough teachers for additional classes like honors. There was some talk about using video conferencing to have one teacher teach the class at all four high schools so there would be enough students in the class.

Walton Fatality Accident

Tuesday night, 41-year-old Mark Doherty was traveling westbound on County Road 30-A in a 1989 Jeep Wrangler.  The vehicle was an open top Jeep Wrangler with no side
doors attached.  The FHP says Doherty was not utilizing the available lap and shoulder restraint.  For reasons unknown, Doherty failed to maintain control of Jeep and it left the paved surface and the front right struck a guardrail.  The Jeep rotated clockwise and the driver was ejected, received critical injuries and was subsequently pronounced deceased at Sacred Heart Hospital in Walton County. This crash is under investigation by the F.H.P. Traffic Homicide Unit. Alcohol/Drug tests are pending.

WCSB Budget Workshop

With a slight increase in the millage due to the state requirement the Walton School District will likely be able to balance the budget with no layoffs. But there is a problem as the Fund Balance is almost gone and no promises are made for the following year. The Walton School Board took their first look at the budget. In a workshop session, the Board heard from Superintendent Carlene Anderson and Finance Director Mary Hobbs.

Anderson said the budget is preliminary with no final numbers until after the July 2nd Certificate of Taxable Value is released. The early expectation is there will be little change. Anderson said the half mill transfer used to pay the teacher salary increases has declined as property values have declined. The Base Student Allowance also declined. She also said the Fund Balance, money put back like a savings account, has also declined as the Board used it to help over the past few years. Anderson said, “The Fund Balance was good while we had it.”

Finance Director Mary Hobbs explained the Fund Balance has gone down about $3 million a year and will be at $2.2 million at the end of this year. She says the biggest portion is the salaries and benefits. She told the board they were able to put off any drastic changes for one more year. Hobbs said, “If we don’t get more money in next year, then we will have to find $3 million.” Anderson noted how Walton has faired better than some of the surrounding districts due to the Fund Balance.

The Required Local Effort is the millage amount the state says the District has to charge. The Discretionary Operating is the millage the Board can adjust. It was pointed out, even with the state requiring a higher tax, the Board will likely have to advertise a tax increase because the state says they can adjust the Discretionary down. The state is requiring the District to up the required tax by almost $2 million

Hobbs showed that an increase of .215 mills will be needed if nothing changes. She said they might be able to lower the millage on the capital side by delaying some building projects.

Hobbs showed some good news where additional funds were found. Racetrack pari mutuel, insurance premium returns and the maintenance and other aspects they are allowed to transfer helped the budget. Pulling from the Fund Balance they will be able to meet the budget if the numbers do not change drastically.

The problem is the Fund Balance going down. There needs to be a minimum of 3% in it. Hobbs said this will mean finding more money, probably through reductions in expenses. Anderson showed how the district has already been cutting over the past few years.
