News Segment 1

Walton School Bus Accident

This time the bus did not stop. Monday afternoon, at the intersection Highways 98 and 331, a Walton school bus was involved in an accident when the bus driver failed to stop. There were 53 students on the bus, but none were injured.

The FHP says a 2009 GMC Sierra was traveling southbound on US Hwy 331 approaching the intersection of US Hwy 98. The GMC began to slow in an attempt to make a right turn to travel westbound on US Hwy 98.  A loaded Walton school bus was also traveling southbound on US Hwy 331 approaching the intersection of US Hwy 98, behind the GMC. When the GMC came to a complete stop due to traffic the bus driver, 59-year-old Hector Sosa, failed to see the GMC stop.

The bus driver was charged with Careless driving.


WCSB Special Meeting

As the Walton County School Board met in special session Monday afternoon, the consent agenda was approved. There was only on item, the PAEC RTTT-D Project. This is part of the Race To The Top, and Walton is working on it with neighboring districts on the Panhandle Area Educational Consortium. The project could bring in money. The project includes an evaluation of the Superintendent. There were questions about evaluating an elected constitutional officer. Several members felt they already evaluate the elected superintendent every four years. Attorney Ben Holley said he does not believe they can require an evaluation. Superintendent Carlene Anderson said she does not know, but believes it will be some type of questionnaire evaluation.

The Board approved the personnel recommendations and the handbook for the Career Development Center. A change includes being able to use a debit card to pay of some of the adult courses.

The Board then considered nine student expulsions. Superintendent Anderson pointed out three were involved in the same incident and she was recommending the same results. These were taken at the same time. The others were taken individually. One student had previous expulsions and there was a question whether the current charges meet the qualifications for expulsion. After a long period of review, the Board approved the expulsion. A group of students apparently had a beer on a bus. Anderson asked the students to return with no expulsion. She said they would have a grade dropped due to time out of school, time she feels was enough for the two 9th and one 8th graders. The three did not bring the beer on the bus. The Board agreed to time served.

DFS Council Meeting

As the DeFuniak Springs City Council meeting began, the Tri-Counties Small Area Studies Project was presented. This is a study of joint land use in Walton, Santa Rosa and Okaloosa Counties. The study looked at the flyover zones that support the Eglin mission. Parts of the critical approach and the military training route takes in the southern area of DeFuniak Springs.

Veterans asked the Council to hold the annual Veteran’s Day Ceremony at 11:11 am on Sunday the 11th to keep with the tradition of 11, 11 on the 11th. They indicated that churches could make choices, but the veterans should be honored as they have been. The Council agreed to the change from 1:11 pm to 11:11 am.

The Council approved a fee waiver after a request by two Anchor Club members. This is for a hometown heroes banquet for veterans. The Walton County Sheriff’s Office Santa Patrol asked for a fee waiver for the community center. The request was due to the amount of parents who come to pick up the presents. Jim Nipper, who owns a skydiving company, asked for a donation of fuel. A wounded warrior has asked for a parachute flight jump. Many have come to donate and the request was for fuel for the jump to take place near Paxton. The Council approved the request.

The Council agreed to not charge any guests of events renting the Chautauqua Building for Christmas Reflections. Bowers suggested using some leftover FDOT money to put down on a JetA fuel trailer to replace a rented fuel truck. The Council also approved an agreement to construct more T-hangars and an apron expansion. Council approved a new ordinance limiting aggressive panhandling. The union agreed and the city will start the .50 an hour raise this week. The bills were paid.

The FDOT will be working on 331 and the city has utilities on the state right-of-way, about 30.54 acres. The Council agreed to have the state purchase the land for $586,000 to help widen 331. The city will likely enter into an agreement for the FDOT to allow the city’s lines to go on FDOT property. The cost will mean the city will have to pay to have lines moved. After the land money is used, the city will have to pay around $600,000 for the rest of the work. Mayor Carpenter said the Department of Transportation plans for a design-build contract for the widening of U.S. 331. The plans are for the contract to be let in May of 2013 and construction will begin in April of 2014. Previously the FDOT said they would start the project and still work on acquiring right-of-way.

Mac Work said he received information that pornographic videos and smoking bongs were being sold in DeFuniak Springs. Work said the business moved due to being close to a school, a violation of state statutes. He recommended an ordinance not allowing such sells near a school, church or school bus stop. The attorney will work on it.

City manager Sara Bowers asked to transfer the open Lt. in the Police Department to a crew leader in the water department. Chief Mark Weeks said he had not heard of the proposal. He said they have advertised for the position to be filled. He asked for time to discuss the change with Bowers. Bowers said the Council gave that discretion to the City Manager to make such a recommendation. Weeks said he has a resignation on his desk for another position and believes that one may be transferred. The motion carried 4-1, so the position will be moved from the Police department to the water department.

The Air Force Junior ROTC program at Walton High School is hosting the First Annual “Thank-a-Vet” 5K Run/Walk” on Saturday, November 10th at 8 am at the DeFuniak Springs Lakeyard. Proceeds will go towards the Walton AFJROTC program and to the Special Operations Warrior Foundation. The course will begin at the amphitheater and around the lakeyard and surrounding areas.
