wxFileSystemWatcher

Hi Robin,

Just curious if there was any plans or considerations on including
wrappings for the new(ish) wxFileSystemWatcher classes in 2.9 /
Phoenix ?

There are some viable Python alternatives but typically add lots of
third party dependancies in which I would like to avoid and getting
access to system apis through a C/C++ interface seems to be the only
way to avoid polling.
