Question about cwop.c

In cwop.c there is a function getPasscode, which seems to autogenerate a passcode IF the callsign does NOT start with CW or DW. If that is the case, I know that they are using Callsigns for cwop into EW now, perhaps cwop.c needs to be modified to handle that?  Just curious.  I have a new neighbor on cwop about .5 miles from me that has a EW assigned identifier. Not sure what this passcode is used for on the server end..perhaps to allow licensed amateur wx packets to be routed over radio?
