special pre-school ages?

Can a child whose is 5yrs. old go to special needs pre-school in
August 2010 if he/she is turning 6yrs. old in October? The child has
not been in any pre-school or educational setting. The pre-school ages
say 3-5, I 'm not sure how that works.Thanks, Debbie
