cheapest "text only" cell phone plan

I am looking for the cheapest cell phone plan primarily for texting. My
daughter just HAS to have a phone for texting; but she might make an
occasional phone call (e.g. when she needs Dad to give her a ride.) Her
phone is Virgin Mobile. You can get 2500 text/month for $10 which is fine,
but it seems you need to pay the $15
pre-paid monthly fee to get this. So she's up to $25 which is outside her
budget.
