Common Words in German. Why 231?

Dear Group,
I'm in research for some word frequency distributions and special
intrested in Zipf-ranks. So i am a littel confused about the common
word list in Wordle (https://github.com/jdf/cue.language/blob/master/
src/cue/lang/stop/german) and these 231 items.
There are lists available from "Projekt Wortschatz" (http://
wortschatz.uni-leipzig.de/html/wliste.html) with 100, 1000 or 100000
common word.
OK, they are case-sensitiv and maybe include some nons which Wordle
should not exclude (e.g. "Prozent"), but what is the basis for Wordles
list?

btw: better safe than sorry - the word 'ihm' occures 2 times in the
list ;-)
