Here are 3 approaches I could suggest for this:
1) Include a dummy word with a very high frequency to act as a
placeholder for your photo. Randomize and see if you can get the other
smaller words to surround the dummy word and then export the wordle
and place the photo over the dummy word.

2) Create 4 separate long narrow wordles and combine them to build a
frame around your photo.

3) Use tagxedo.com instead of wordle. It allows you to make word
clouds in a shape of your choice and you could use a frame shape.

Additionally, there are a number of interesting tools that allow you
to combine words with photos.
