Adobe Acrobat Pro. Just choose Save As and choose Word, Excel, or etc.

If you convert it to a Google Doc then you will be able to edit it. It doesn't always keep all your formatting, but it is also an option.

The best luck I've had is probably not the most practical... but it preserves the most formatting.
If your school has purchased any licenses for the Adobe Creative Suite (or Macromedia, whatever it is now...), Adobe Acrobat Pro would be a part of it. When you have a pdf file open in Acrobat Pro, one of the options under the File menu is to Save As... > Microsoft Word > choose newest version or 97-2003 (screenshot below)
Again, not the most practical because the suite is expensive... But it does preserve the most formatting. I'm lucky because I have the suite in my lab for my Desktop Publishing and Web Design courses.
