If I look at the source:

I see that you have 2 (:bib:) ... (:bibend:) blocks on the page. I am
pretty sure
that this is confusing the citations recipe. Try removing the block in
[@ ... @]
and see if this fixes the problem.

It may be possible to enhance the recipe to handle this case, but I
will have
to investigate the code.
