That template is typically used as the foundation for a
project-specific template. For an example, look how
http://www.wikieducator.org/Template:Community_media_nav builds on
Template:ProjectNav.
I may be misunderstanding... but what I was suggesting was taking one
of the existing project navigation templates (like the
http://www.wikieducator.org/Template:Community_media_nav example) and
making a new copy called something like Template:EFL_writing_nav and
editing/tuning it to suit your project.

If you really need to modify the template, the best idea is probably to copy it to another
template namespace, ie. Template:NellieNav or something and work on that one.
