Would one be right in saying that there are two levels of discussions - general ones, and those relating to specific topics?

You surely are right.
We will like to follow discussion treads, so if you have a burning
issue which you beleive should be a seperate discussion topic/line, go
ahead, feel free and start it with a "new post".
