I've installed it on http://edu.onnz.net/wikieducator/wiki/ so you can try it.

P.S. Odd that it is called DismissableSiteNotice since it appears to
control MediaWiki:Sitenotice, but capitalization aside, it seems to
work as advertised if you browse with Javascript enabled.

I'm not sure it really matters, but I notice that the way it is
currently implemented if you browse with Javascript disabled you never
see the site notice. (The extension does not currently check for
Javascript and handle the "without" case.)

Returning prime screen real estate to the control of users/educators is a notable step in the right direction IMHO.
