Can't open the downloaded program

I have twice downloaded the program which shows as a 1130KB
application in windows explorer. I can not open either downloaded file
& so cannot install.
This is a let down & certainly does not build confidence.
I seem to be able to open & install other downloaded material.
System is: XP Pro with SP3.
Avast 4.8 & Zonealarm installed.
