JSESSIONID contains only one server hash

Replication with 7.0SP@ isn't working for me, and I figure that this
is a pretty major problem - my session cookie doesn't contain a
secondary server (not even "NONE"). For instance:

Cookie: JSESSIONID=BQKatRQYTMi2q7Bxw7EFB5U8msGshPYxKQ3XrMUBxcdR9igovc1H!1906491566

I have 2 managed servers in the cluster and the Persistent Store Type
is set to "replicated", but I'm having no luck. Is this JSESSIONID
failure an easy pick for anyone? It seems to indicate to me that the
server I'm talking to doesn't even know that it's supposed to be
replicating to a second one. I get heartbeat Cluster debug messages in
the log but no Replication ones, even though debug logging is turned
on for both.
