Could we mix Abraham's 'loose collective' with Jeffrey's statement.
Maybe something more like:

Web608 is a collective for Web Developers, New Media Artists and
Marketeers that will help grow the web community in the Madison and
surrounding area. By bringing together people in the Southern
Wisconsin area, we can work and learn from each other to build a
stronger understanding while enriching each others lives.

I just thought incubator was too strong of a word, and adding 'loose'
was possible too lacking of intent. But a collective sounds nice, a
grouping of people who can use forward motion to create something or
can just hang if necessary. I'm not certain about new media artists
and marketeers (just the names, not the types: I know there seems to
be some back in forth between New Media/Social Media, etc.) and
personally, I think marketeers come to anything, no need to directly
invite them (but that's just me). Additionally is web developers too
limiting. I know we (Nonprofit Tech) break our web group out into
designers, developers, writers, scripters/programmers (the people who
adapt and accumulate new languages). I've seen lots of web
professional who don't consider themselves developers.
