Since we took part in using the Dstar Reflector Network for Gustav,
we will once again take part in this next evolution with IKE.
We will convene on REFLECTOR 002 PORT A for state wide communications.
There will be alternate Net Controls on hand as well as Voice and LOW
Speed DATA transmissions. Dongle users will need to monitor REF002 A for
voice traffic, local users can use their data cables and their hand helds
or mobiles to view the data that will be transmitted from various stations
around the state, and from the Net Control Station. The Net Manager,
Ed Woodrick, WD4YIH, Gwinnett Cnty, Ga. ARES, will call the net
when time to do so.
6) VOIP: Polk County Emergency Management will also be on ECHOLINK with the
VOIP WX NET on UHF ONLY, The VHF node will be disabled for primary ARES
Communications. There are also up to 35 other nodes in South Florida
that have the potential for communications as well.
PCEM is making provisions for the VOIP nodes to be turned on by Sunday
in preparation for IKE. The node will be visible from status.irlp.net and
from your local EchoLink windows program once it is back online.

7) All Dstar Gateways will be conducting their weekly WX net at 9 PM EDT / 8
CDT
This Sunday evening, followed by an official notice of the net activation,
at which time the system Admins will create a permanent connection to the
REF002 Port A. SHOULD REF002 FAIL, the backup reflector is 004 PORT A.
More to follow when needed.

Good afternoon all,
NFL situation for now is "Alerted". I will be meeting with the FL EOC team
in a few hours and sit in on what they are planning. They are quite
concerned about south Florida. They are expecting heavy evac traffic along
with flooding and major damage. Most likely they will be level one very
shortly.
To my neighboring ARRL sections to the south. We are standing ready to
assist you in any we can. Please direct your email comms to both Joe, W2DWR,
SEC mew...@alltel.net and Paul, SM, KJ...@arrl.org. This way we have backup
in case of a computer failure or loss of power situation. We now have five
amateur radio operators who can telecomputer into the state system from
their homes to assist with all request for amateur radio services. This will
greatly speed up our responses to the served agencies and all the EOC's.
The TLH gateway team has been setup and we have the staff to operate these
stations 24/7 when needed. The gateway system is the request of the FL EOC,
a served agency of Florida ARES.
The TLH gateway stations are provided to assist any EOC or served agency who
cannot contact or remain in contact by commercial or any other means with
the FL EOC in TLH. They will handle any life or death emergency traffic
first. These stations will handle traffic for ARRL Officials; SM/SEC and
above. These stations are not for routine or priority traffic handling. We
are also setting up relay stations closer to the southern sections for
relay.
As SM, I have been invited again to be posted at the EOC. I have a laptop
with me 24/7 and I will most likely be there up to 18 hours a day. While
there, I will have a DV Dongle for the D-Star system and will be connected
to one of the reflectors, TBA or K4WAK port B. There are D-Star stations in
the TLH area who can relay traffic into and out of the EOC. I will also have
a UIView APRS laptop in service at the EOC. We have APRS folks thruout TLH
that will relay traffic if need be. My APRS callsign is KJ4G.
The FL EOC has the SEDAN packet system up and running.This system is one of
the many tools in our tool box. Tom Nolan, KD4MWO, tnola...@aol.com is the
administrator.
Another tool is the 4 winlink2K RMS stations in the NFL. These folks will be
set up to handle pactor I, II and III on 20,30, 40 and 80 meters. Bud, N0IA

NFL section STM, WB4...@aol.com is compiling a current list of frequencies
for this section and will send them to Sean KX9X very shortly.
I have asked Evans Mitchell, KD4EFM who is the most informed D-Star admin in
Florida, to supply Sean KX9X the most current list of D-Star systems thruout
Florida. Evans is a WFL section ham but has been one of the leaders in the
D-Star movement in all of Florida. His email is kd4...@polkemcomm.org
As for the conference call, which by the way is a great idea for us in the
hot zones to learn the status of the overall event, can be anytime thruout
the w/e for the NFLS.
For the budget minded, all call plans support free service after 21:00 local
time on Friday thru 06:59 local time on Monday morning and nights thruout
the week. Also, most cellular services support free calls anytime between
same service members.
Finally, thru the conference call, Malcolm, W5XX and I set up a relay backup
system for the MS section. We provided amateurs from 19:00 EDT to 0700 EDT
each of three nights. We could not have done that task w/o knowing from the
call that we could help.
