The purpose of this email is to provide an update on the MDOT project to mill and resurface a portion of the I-94 Business Loop (I-94 BL; Jackson Ave/Huron St) in the City of Ann Arbor, between I-94 and Main Street.
As you know, this project includes a 4/3 lane conversion, the location of which will be between Burwood Ave (located east of Maple Rd) and Dexter Ave. MDOT appreciates the numerous e-mails and communications that we have received regarding the proposed changes to this roadways laneage. Over the past month, we have taken the public input received, the City of Ann Arbor’s City Council Resolution, the City’s previous documented plans for the 4/3 lane conversion, and a letter of support from the Washtenaw Area Transportation Study (WATS), all into consideration. MDOT recognizes that all input was from people and groups that share our goal of improving the safety and operation of the corridor as a whole.
Based on this input, and after discussing this with the City of Ann Arbor, and in a continual desire to improve the safety of the roadway, MDOT has concluded that we will proceed with the implementation of the 4/3 lane conversion as proposed. As to when this will occur, please know that MDOT has decided to postpone the construction of the I-94 BL project till 2014, so as to accommodate for the construction of the City of Ann Arbor’s project in 2013, on Miller Road.
In the mean time, and in order to determine the effectiveness of the 4/3 lane conversion, MDOT will collect additional traffic data, both before and after its implementation. The data will be used to further refine MDOT’s traffic models that are used to predict motorist delay. And, after the conversion is in place, MDOT will evaluate its operation and determine whether the safety of the section has been improved, and that the motorist delay has not been significantly increased. Please note that, should the 4/3 lane conversion prove not to be successful, MDOT may decide to remove it and return the roadway back to its original 4 lane configuration.
