I neighbour recently had one installed in his office, and I agree with
the OP that they're incredibly slow.

In 1981 I used my very first modem.
It looked like a telephone handset and was attached to a home or office
telephone handset as an acoustic couple.

It operated at 300 Baud which may be around equivalent to a 0.3k modem.
So a 28k modem would have been magic.
