VIETNAM CONSERVATION FUND

 

JOB VACANCIES

 

I. Vietnam Conservation Fund (VCF) is one of 04 components of Forestry Sector Development Projects funded by Global Environment Facilities, European Community and Trust Fund for Forests. Forest Protection Department/Ministry of Agriculture and Rural Development is the implementation agency. VCF is now in need of dynamic and qualified candidates for the following vacancies:

 

1) International Sustainable Fund Specialist –Team leader (3 months input, this may be divided into two parts);

Requirements:

Qualification: At least Master degree in Economics, Development Economics and Finance, or legal qualifications or  combination

Experience: The potential consultant has experience of international accounting practices, governance, financing and legal processes relating to conservation fund management, social forestry or protected area management

Experience in international approaches to protected area conservation and management;  More than 10 years with at least 5 years in the development, management and international financing of forest or conservation projects;  Experience of working with government organisations and institutions; Experience of the international donors for the transparent management accounting and general good governance of sustainable conservation trust funds

Skills and capacity: Strong analytical, organizational, and writing skills and ability to communicate at all levels; Knowledge of international accounting /donor requirements; Good computer and workshop presentation skills; Ability to work independently and within a group;Ability to work under pressure to meet the required results and the deadline; and Good knowledge of English (speaking reading and writing)

2) Local Financial, Institutional and Legal Specialist (3 months input)

Requirements:

Qualification: The key qualifications for this position are that the successful person should have considerable experience of financial regulations, management and institutional issues 

Experience: have experience of current government and provincial government processes including the legal approach, and rural and sustainable development issues; At least Master degree in Economic Development or Social Economics or Social Sciences or formal legal background with experience of forest and conservation issues;

Experience of institutional issues, participatory approaches and experience of the government’s legal system; international approaches on community based forest or protected area conservation or rural development; 

At least 5 years experience in SUF management, forestry and participatory approaches to conservation; The use of social and participatory approaches and community development and community forest approaches; Institutional development and legal systems and laws of Vietnam

Skills and capacity: Strong analytical, organizational, and writing skills; Ability to communicate at all levels; Good computer and workshop presentation skills; Ability to work independently and within a group; Ability to work under high pressure to meet the required results and the deadline; and Good knowledge of English (speaking reading and writing)

3) Monitoring and Evaluation Officer(M&E)

Provide support to the VCF Manager with a focus on liaison with SUF management boards and regional TA Teams. Act as focal person Monitoring & Evaluation.

Qualification:

- Knowledge: Master degree in conservation, environmental studies , natural resource management, forestry, economic or equivalent practical experience;

- Experience: At least 4 years’ professional experience, preferably working in protected area management of a related environmental field. Experience in working with NGOs, national and international conservation organizations;

- Skills and Abilities: This position requires good command of English and Vietnamese, and computer skills.

- Strong skills in management, planning and communication. Excellent analytical, organisational and writing.

- Demonstrated ability to work effectively as a member of a team and willingness to work outside normal hours and to work overtime when required.

 

II. Location: The consultants are expected to be based in Hanoi with field work to the remote areas of the country. The consultants are expected to consult international and local conservation NGOs that have also been working with a number of the SUFs for lessons learned experience.

 

The third position ( M&E officer) will be located within the VCF Secretariat in Hanoi with frequent travels to the field. He/she will initially be hired for a three months period for probation with a possibility of one-year extension.
