REQUEST FOR EXPRESSIONS OF INTEREST

Reviewing Tax Administration Procedures

In the Mekong region covering Cambodia, Lao PDR, and Vietnam, IFC Advisory Services are delivered in partnership with the European Union, Finland, Ireland, the Netherlands, New Zealand, and Switzerland.
 
IFC is supporting the General Department of Taxation of Vietnam to implement a tax simplification project aiming at improving the tax regulatory environment for SMEs by reducing the time and financial cost of tax compliance faced by taxpayers (especially small businesses), and reducing administration costs faced by tax authorities.

To achieve these objectives, the project is structured around two main components: (i) simplification of tax administration procedures and forms, and (ii) design and roll out of an integrated SME tax regime.

IFC proposes to hire a consultant firm from <30/11/2009 to 31/03/2010> to support GDT in implementing the Government’s Project 30 on simplifying administrative procedures to improve the quality of tax administration procedures, and ensure simplicity, ease in understanding and compliance. This will help facilitate compliance by individual and business taxpayers as well as to improve efficiency and effectiveness of tax administration.

It is expected that the assignment will: (i) produce a comprehensive matrix of proposals for simplifying tax administration procedures by reviewing applicable procedures and filling in the Reviewing Form as an independent reviewer; and (ii) advise GDT on the proposed options for simplification of tax administration procedures.  

IFC now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Firms that have been determined to be qualified through the evaluated results of this first stage will be invited to submit proposals for the Request for Proposals (RFP)

IFC reserves the right to limit the number of qualified firms shortlisted for efficiency. IFC reserves the right to verify any information provided, or to request additional information after EOI packages are received.
