I was wondering if there is a way or a tweak I could use on my jailbroken iPhone 4, which will allow me to connect to the internet via USB, because I don't have a good WiFi connection?

hello surely u can do that from your setting enable wifi hot sport and
then connect it to your computer vaia u s b or u can use your iphone
as a wifi hotspot skype id

Are you wanting to give your computer an internet connection via USB
from the iPhone or give your iPhone an internet connection via the doc
port from your computer?

Probably the best thing to do would be to buy a cheap wireless access
point or a USB wireless adaptor and make yourself a wireless network
for the phone to connect to.
