There are several implementations, including my own "Agide".
Pick one that is the best and improve it...
Most likely it won't require more than a few changes inside Vim itself.

--
Corn oil comes from corn and olive oil comes from olives, so where
does baby oil come from?

/// Bram Moolenaar -- B...@Moolenaar.net -- [link] \\\

 Hello Vim users,

We are now at patch level 7.3.931. In a few weeks we would reach 999. I
don't want to find out what happens if we go over that, so it's time for
Vim 7.4!

The top five of the voting list:
[link]

1. add IDE features
2. add integration with Python instead of inventing more Vim script

 Hello Vim users,

Vim's charity has done quite well in 2012. Thank you all for
contributing to the lives of poor children in the south of Uganda!

Currently about 80 children are being sponsored. One-time donations
help many more children and support families in and around Kibaale with
medical assistance, health education and more.

 Hello Vim users,

I have updated the handy desktop calendar for 2013. It prints on one
sheet of paper and, after folding and applying a bit of glue, stands on
your desk. Well, I suppose it would stand on most things. Although I
don't recommend placing it on top of your dog.

It is available in English and Dutch. You can find it on my website:

 Hello Vim users,

Vim users donate quite some money to my favorite charity: Kibaale
Childrens Centre. I went there to check out what they have been doing
with all this money. You can read my report here:

	[link]

I discovered they are now using Vim in school, although not quite as you

 Hello!

I was experimenting with the python3 interface and I stumbled upon the
following phenomenon. Suppose the cursor is in the string
абвгдеёжзийклмнопрстуфхцчшщъыь эюя
in a utf-8 encoded file. I run the following commands:
Surprisingly last 16½ of 33 characters disappear.

Some automatic
way, kind of an app store, would be useful.
How to do this is another question. There are some useful remarks

 vcscommand plugin users,
I'm currently working on some changes to the vcscommand plugin to make
it play more nicely in localized environments. Unfortunately, I don't
have a good sense of how people use the various dials vim provides to
customize such a setting, or how that interacts with localization
