patch 7.2.137 has rewritten half of the function shift_block() in
src/ops.c. This is the part, which was heavily modified by the "variable
tabstops" patch, so that I ended up with a merge conflict. I will at
first remove the feature from the branch, so that I can update the
master branch.
If someone who actually uses this feature or Matthew himself would
update the patch, I would be eager to include it again.

I've been meaning to work on the patch but ill health has intervened.
I'll see if I can find the time to bring the patch up to date.

If not, I'll volunteer, as I love this functionality, and have noted a couple of
areas which need fixing/improving since the last patch I have.
Either way, could you send me the latest version of the patch? Or should I get it
from vim_extended?

I brought the patch up to date a few months ago, fixed one or two
problems with the code but didn't do anything more since then. For
some mysterious reason I might have forgotten to notify vim-dev.
The most recent version is available in vim-extended.

I'd like to thank Lech Lorens for updating the patch. Unfortunately my
development environment died last year and it's not easy to get parts
for a fourteen year old system at prices I'm willing to pay, so I'm
currently Unixless and compilerless.
