I think this is a bit harsh.  Not every file is in version control.
And even if you do use a version control system, persistent undo
allows you to undo with a smaller granularity than simply
reverting revisions in version control system.

Users of Vim find different features more or less useful.
I don't use all features. Does anybody use all Vim features? :-)
I don't use the GUI or tabs for example. But I can see that
other people find them useful and I would not call them useless.
Maybe persistent undo is not for everybody, but I'm confident it
will be useful to many, including myself.
