Problem: Building with Ruby fails on some systems.
Solution: Remove "static" and add #ifndef PROTO. (Ken Takata)

This allows me to build native Windows binaries with +ruby(/dyn) using
Make_ming.mak under Cygwin, so I will stop worrying about using
Make_cyg.mak with the "undefined reference to _pow" issue.
