Ex-Servicemen decided Not to vote any body

Dear Sir/ Veterans,
1. An ESM meeting was held at Jallandhar (Rama Mandi) on 7 Jan 12, which was attended by (16 NGOs/  ESM Organisations from all over Pb to decide to whom to vote to. It was Org by Sqn Ldr YS Nijjar to foster overall unity & solidarity amongst various ESM outfits with a common purpose. Because, the decision makers understand the language of Vote bank only. We (about 8 lakh ESM voters) are the biggest sufferer & neglected community due to corruption & misgovernance. The main issues & aspects which were discussed at length were as under:-

 

2. SAD/BJP Govt in Pb.
a. Gun Licenses to ESM are stopped, which use to help ESM job for security Guards. Shortage of working staff & Sainik Sadan took last priority in Pb, when Centre is paying 50% of its cost.
b. 67000 tubewell connections released recently, have gone to SAD suppoters basically. ESM quota is ignored. ESM/ Widows property is not safe from encroachers/ grabbers.
c. War Widows (138 approx) are still waiting for their 10 Acres promissed Land/ cash in lieu for each Widow. ESM/ Widow’s welfare activities/ Funds & scheme are on the decrease.   
d. ESM Reserve Job quota 13% is fulfilled with less than 1.5% ESM, only.
e. CSD Canteen taxes in Pb are the highest, ie Rum Rs 10-12/- & Whiskey Rs 45-50/- is costing more than other states around. Our appeals have made no effect on Govt.
f. Ration depots are released secretly w/o publicity to Govt’s own men and ESM are ignored. Similarly, jungle Raj cases with ESM/ Families by ruling elements are on the increase a n d so on.     

3. Cong Govt & their Dept of ESM Welfare (DOEW).
a. Promised & accepted, OROP issue hanging on, inspite of Court’s Orders. Most grievances & demands are not being redressed to. DOEW is occupied by Civilians & bureaucrats, who are arrogant, unapproachable & anti ESM community by nature & design.
b. Unreasonable gaps & anomalies in the Pensions of Naik to Sub Major, in Honorary Ranks, Capt/ Majors and Maj Generals, are being neglected, even after regular appeals.
c. MOD/ DOEW opposes all Court cases blindly, which are favouring ESM community.

d. DOEW/ MOD has taken over all ESM Welfare Funds & CSD Canteen services control from the Army HQ and also stopped Sale of Cars. MOD refuses most legitimate dues/ Justice to ESM community even in small/ petty cases, like double family Pension to deserving Widows. 
e. Family Pension of Widows & War widows is increased but to the bottom line of post 1/1/06 retirees. Rank & service length is ignored blindly & with anomalies.
f. Welfare grants/ Fin Asst at State & Centre level for ESM/ Widows are drying up gradually a n d so on...

4. It is painfully experienced that Cong Govt & its ministers have been assuring for OROP & other ESM Welfare measures by proper redressal system, but very little have been done practically. Same way other Political parties also assure & say a lot in their manifestoes, but do very little in Parliament or States, when time comes. Therefore, after prolonged & divergent views coming up from various Heads of Districts & NGO, most ESM were of the opinion to support candidates as under:-

a. Decision: After weighing pros & cons of all political parties & Govt, it was unanimously decided by the Veterans Not to vote to any body, to express their anguish & desperation over State & Centre Govts attitudes.

 

5. The main participants/ Heads of ESM NGOs in meeting were Brig HS Toor, Col Hk Singh & Maj SS Aulakh (Ludhiana) Col KS Grewal (Patiala), Lt Col SS Sohi (Mohali), Capt BS Bhatti (Bathinda), Hav DC Kataria (Phillour) Wrt Offr SS Saini (Adampur) N/Sub ML Mandia (Faridkot) Hav Bhola Singh (Maur mandi) Hav Bhagat Singh (Fazilka) Sub Balbir Singh (Garhshanker) Hav Prem Singh (Ferozpur) Hav Gian Singh (Tarn Taran) Sub Major Anup Singh (Hoshiarpur) Sub Darshan Singh, Sub Maj MS Padda Sgt Gobind Singh (Jallandhar) and many more.

Dear Veteran Sohi

I am sure the collective wisdom of all attendees must have been there for you to have reached the decision that you did that ESM will abstain from voting.

I just hope you realise that with that, you are falling into the eternal trap of Servicemen not voting, for whatever reasons -- and that suits the governments in every way!

The aim, instead, should be to vote out the dispensation at the Centre -- which happens to be the UPA-2 -- and bring in any other. And, if the ones you bring in, kick them out too the next time!

The route you have adopted will ensure UPA-2 to become UPA-3 in 2014 -- and none of the demands of the ESM will ever be met!

Please do try and differentiate between State politics and National politics.

Just my humble opinion, please.

Dear Sir,

Whereas I agree that the political parties are disinterested in armed forces and their welfare, but absence from voting is also going to help one or the other political party and hence we cannot wash our hands off in this complex democratic system.

Right to reject system is already there in the election system, though not functional in transparent manner. This right can certainly be exercised and for that we need to educate our veterans.

By not voting you are helping indirectly the parties against whom you
have grievances. It is very common for the political parties to make
tall promises before elections and forget them thereafter. It is
strange that you are ready to vote for a party, which promises to work
for welfare of ESM , being aware of their past record..I think it will
be better to support a promising independent candidate, with a clear
understanding of what you expect from him in return for your support.
In the coalition era prevalent today, independents and small parties
can have a say in policy matters and cannot be ignored. Here in
Uttarakhand Lt Gen T P S Rawat, after hobnobbing with both, the
Congress and the BJP, has formed Uttarakhand Raksha Morcha, which is
fielding candidates for 60 out of 70 seats. They include many retirees
from defence forces and civil services.Even if they get a few seats,
they will be in a position to put up the views of service class of
people effectively to whichever party forms the govt.

              Good Day!
It is not advisable to boycott elections for ESM in Punjab Assembly Elections. The ESM Veterans can speak up their grievances to captain Amrinder Singh and decide on voting the Congress party.
otherwise , it shall be just wastage of their right to Vote. It is not going to help in any way by not exercising your right to vote.Please take you decision back  and contact captain Amrinder Singh on the said grievances.
And advise the ESM to vote for Congress and remove SAD/BJP Govt. from the scene. Please do not waste your vote.
