Can you split one team into two teams in V1?

Our PM wants to split our current team into two teams. She tried
creating a new team but wasn't able to move individuals between the
teams. Has anyone done this and do you have any suggestions, or can
you point me to documentation on doing this?

Teams are setup without member assignment. Create a new team. Assign the new team to some desired stories. All team members associated with items on these stories will automatically become a member of the new team.

In many cases we will have members of both teams assigned to the same
story. The intent is to split the teams based on roles, and to have
ongoing coordination tasks done by PM, PO, etc. split out from the
development tasks, thinking that will show a more accurate picture of
burn-down rates for the technical team. Maybe there is a better way to
accomplish that.
