As the administrator, I want to be able to see the last time someone
has accessed the system. Is there a report, field or configuration
that I need to implement in order get this information?

Yes, if you are under Admin/Members/Members screen, you can go into
customize and add the column called last access. This was added in
build 8.3.3125.5.
