Has anyone successfully implemented the V1 SVN integration? I am having
issues validating connection with Visual SVN Server. I always get
validation failed when I try to configure my SVN connnection.

If your svn server uses SSL on a port other than 443 you can't authenticate
because the svn client that is part of the VersionOne integration is very
old. The bug was actually a svn bug that was fixed years ago.

Thanks for the info. We are using VisualSVN Server 2.5.4 (Subversion 1.7.4) and our SSL is using the default port 443 so the fix should be present in our installed version of SVN. The V1 SVN Integration version is 8.1.3.

It isn't the version of your server, the problem is with the SharpSvn
client that is embedded in the V1 SVN Integration. VersionOne says it is
Subversion 1.7 compatible, SSL compatible, but I have never been able to
get it to authenticate when using SSL.

I was unaware that the old library had problems with SSL connections. I must admit that our integration testing is essentially functional testing with the single authentication mechanism that we have internally. I've put a story in our backlog to upgrade to the latest and to see how we can get better test coverage for authentication scenarios. Although we won't have a public release for a few months, I'd be happy to make early access builds available. Please email me directly.
Although Michael's diagnosis may be correct, I would like to do some further diagnostics. Would attach your config file and log file here? Or, if those contain private information, please feel free to open a support ticket. Mark (who answered earlier) and I will be happy to work with you until we can get you up and running.
