In many cases we will have members of both teams assigned to the same
story. The intent is to split the teams based on roles, and to have
ongoing coordination tasks done by PM, PO, etc. split out from the
development tasks, thinking that will show a more accurate picture of
burn-down rates for the technical team. Maybe there is a better way to
accomplish that.
