You are making the assumption that Frank does not have 10k-50k to
spare without really knowing if this is the case (mistake #1)
You are also assuming his idea is near worthless (mistake #2)
You are doing so on a public forum (mistake #3)
Developers may not be as abundant right now but it has not always been

Hi Frank,

Please excuse our "rude/arrogant" developers here in Vancouver.
Developing Facebook application is not as difficult as what some
developers make it out to be. They have to make it sound difficult to
justify the "$10k - $50k". Depending on the depth of your idea, some
developers will be able to do it for less than $10,000 or even less
