cannot login to mt for first time

Hi,
i install mt on windows2000/IIS/mysql , and all thing seems good !
i run mt-load.cgi and it done succefuly !
but when i try to login to mt.cgi with Melody/Nelson , i redirected to
login page again !
i delete cookies, but it not work
