Metadata and Common Control Framework

Hi

For one of my night courses I am trying to wrap my mind around how
Taxonomy, Metadata and Classification fcan be used as to develop a
Common Control Framework within an organization for an assignment. I
understand the taxonomy material but I can't find much about Common
Control Frameworks online . Anyone know of any good sites or online
articles?
