I think it's 10, but I think they are testing a format where one
person broadcasts video to a bunch of other people. Certain companies
and schools have been able to use it as kind of a beta test, but it
hasn't fully released yet, I don't think.

Oh yeah, I think it's called Google+ "On Air" though, not a hangout.
Stanford used it for their free online game theory course.

At one point there was a limit of who could be video/audio sharing but no limit of who could view only. Not sure if that is still the same or if perhaps it became the "On Air" feature.
