These judicial reforms will dramatically reduce
Government costs in several ways.
How?
Firstly,
it does away with political patronage.
Secondly,
it ENDS! NEEDLESS SPENDING by getting
rid of Gov't employees who spend irresponsibly.
Thirdly,
MOST IMPORTANTLY,
these judicial reforms puts THE POWER!
into the hands of the People (The ÉPC slogan
is "POWER 2the PEOPLE".) TO MONITOR
the Government financially.
Canadians will be able to find out:
1. who are making the Government financial decisions;
2. who they are associated with OUTSIDE the Government;
3. who are those benefiting from the decisions;
4. who they are associated with.
HIDING this information will be TREASON!
The guilty person will lose his/her job,
job benefits, and spend two (2) years
in a detention centre.
The ÉPC calls this FINANCIAL MONITORING
of the Government BY THE PEOPLE the EH!-
revolution or the BLUE-SKY-revolution.
(Sky-blue is the colour of the ÉPC.)
Fourthly, these reforms will REDUCE! judicial costs.
This means MORE! TAX SAVINGS.
There are two (2) areas where Government costs
UNMONITORED!
Judicial costs,
hospital costs,
(Regarding health care costs,
the ÉPC intends to NATIONALIZE the
HEALTH CARE sector to better control costs
through AMALGAMATION of local services.)
Judicial Costs

The ÉPC believes judicial costs INCREASE YEARLY
due to HIGHER CONVICTION RATES.
It seems Canada has a BILLION DOLLAR NETWORK
OF secret full-time UNDERCOVER COPS who use
entrapment to put the poor and homeless in jail.
Consequently, undercover cops are found WHERE
THE POOR AND HOMELESS ARE: food banks,
shelters, social housing, etc.
The Poor and Homeless are VICTIMS of EASY
SUMMARY CONVICTIONS often at the hands
of a justice of the peace: this meting out of
justice in NOT SERIOUS according to the ÉPC.
(The ÉPC plans to do away with justices of the
peace.)
Undercover cops go after the most vulnerable who
FEEL completely HELPLESS AGAINST THE
SYSTEM.
Undercover cops doN'T go after Bay Street organized
crime who allegedly are getting the Government con-
tracts, NOR after crooked Government employees.
In fact, Canada does NOT have a police force NOR
an intelligence agency that looks for crime in the
Government so Government employees do NOT
go to jail. (Canada has 200+ jails.)
This is VERY! CONVENIENT for the Government
that conducts its affairs BEHIND CLOSED DOORS.
After having worked over a decade in 22+ Govern
ment departments after having done 75+ temp
assignments through 15+ temp agencies, the
President/Leader of the ÉPC has arrived at the
conclusion THAT EVERY! (without exception)
Government agency, organization, department
is 100% CROOKED BY THE BEHIND CLOSED
DOOR DESIGN. That's the bad news.
The GOOD NEWS is the REVOLUTIONARY
judicial makes the Government 100% TRANS-
PARENT and dramatically reduces judicial
costs.
How?
Firstly,
they get rid of the secret network of undercover cops.

because policing is seen as social services and
because only cases in the public interest will be
brought to trial with jury, the number of Court cases
will be reduced significantly.

OF ILLICIT DRUGS.(Property and funds derived
from the sale of illicit drugs will be confiscated.)

Seventhly,
co-ed DETENTION CENTRES with UNARMED
PERSONNEL will REPLACE JAILS: inmates
will collaborate in developing their professional
educational plan that will help them find jobs.
(Those with behavioral problems will be sent to
a psychiatric institution.)
Eighthly,
SHORT DETENTION CENTRE TIME [two (2) years
maximum or ten (10) years in cases involving bodily
harm] means TREMENDOUS TAX SAVINGS.
MORE! TAX SAVINGS.
Ninthly,
these judicial reforms do away with probation
officers, probation periods, and half-way houses.
MORE! TAX SAVINGS.
These RADICAL! judicial reforms will make Canada

1.6 Radical Judicial Reform
Basic principle of judicial reform: the State exists
TO SERVE the People (NOT to brutalize them).
It includes four (4) parts:
A. judicial reform;
B. reform of the criminal code;
C. prison reform;
D. smart policing.
A. Judicial Reform
A.1 It will be treason to hide:
.1 who makes financial decisions in the Gover-
ment and who they are associated with out-
side Government;
.2 who are benefiting from those decisions and
who they are associated with.
Note: all PPPs (Public Private Partnerships)
will have to conform retroactively
because Canadians have the right
to know the details involving their
money.
Note: the Government of Canada is
NOT accountable to the tax-
payers because it conducts
its affairs behind closed doors.
Because Canadians doN'T
know what is going on in their
Government, they are victims
of BLIND TAXATION: in other
words, they are hostages of a
fascist police state that enjoys
incredibly unwavering support
from the media and religious
authorities, both FASCISTS.
A.2 Civil servants guilty of UNNECESSARY
SPENDING will lose their jobs.
A.3 Auditors with Police enforcement powers from
the Canadian Information Agency (CIA) will:
.1 (hand in hand with Canadians) monitor the
Government for financial mismanagement;
.2 prosecute those committing financial abuses.

agency that looks for criminal

A.4 The practice of political patronage will be illegal.
A.5 It will be illegal in the Government to NOT have
equal representation of both sexes everywhere.
A.6 To ensure trials are EXEMPT from political
interference no judge nor Crown attorney
can be (nor have been) a Freemason.

involving summary convictions.
A.9 It will be illegal for a former Government
minister to sit on a corporate board of
directors.
A.10 It will be illegal for the Government to
spend more than $25 billion on the
military.

finance non-governmental organiza-
tions.
Note: public organizations financed
by the Government come with
Government operatives (appa-
arently): their job is to discredit
the organization should it de-
cide to criticize the Government.
Note: secret Government operatives
are allegedly notorious for infil-
trating anti-government pro-
tests and for then, using violent
tactics to discredit the protests.
(This is a classic fascist police
state tactic.)

A.12 It will be illegal for the Police and intel-
ligence services to be involved in food
banks, shelters for the homeless, social
housing, employment insurance and
social assistance programs (or any other
form of "fascist social policing") as it
impinges on the privacy of Canadians.
A.13 Every Canadian is entitled to a copy of
his Police file as well as any other file
the Government may have regarding
him/her.
A.14 Government surveillance of any person
will NOT exceed 28 days and will require
a Court order that becomes public after
28 days.
A.15 No case of psychiatric incarceration can
proceed without sufficient proof of a
psychiatric disorder and only by a
Court order.
A.16 It will be illegal for the Police to have ties
with private security firms.
A.17 The uniforms of private security firms
must NOT resemble a Police uniform.
A.18 The heads of Canadian companies found
guilty of abusing the Poor abroad will be
incarcerated in a detention centre for two
(2) years.
A.19 A person will spend 30 days in jail for pos-
session of each firearm without a hunting
permit outside of a gun club if it's NOT re-
quired for work.
A.20 National security certificates will be illegal.
___ B. Reform of the Criminal Code
___ B.1 The new criminal code will take a "customer
service" orientation where the emphasis will
be on education (and treatment if necessary).
___ B.2 The new criminal code will use a "restorative
justice orientation" when possible.
___ B.3 The maximum penal sentence for a major
crime, a crime involving bodily harm:
10 years.
___ B.4 The maximum penal sentence for a minor
crime: 2 years.
___ B.5 Pardons will be automatic two (2) years after
_ ______ incarceration or after a guilty sentence without
incarceration.
___ B.6 The consumption of illegal drugs will NOT
be treated as a crime.
___ B.7 No one found guilty in the commercialization
of illegal drugs will ever go to jail.
___ B.8 The use of tasers and similar stun weapons
will be illegal.
___ B.9 The use of undercover police will be illegal.
___ ___Note: currently, undercover police
operate in total secrecy at an
estimated cost of a BILLION
DOLLARS (or MORE) yearly.
They allegedly use entrapment
to put the poor and homeless
in jail via summary convictions
(without the benefit of jury) to
ensure a higher conviction
rate each year that grows the
judicial system. Incredibly,
they do NOT go after white
collar crime NOR crime in
the Government.
___ ___Note: since September 11th 2001 the
Government has an annual $7
BILLION social policing budget
that is extending its fascists
surveillance tentacles into
nearly all spheres of public
activity in the name of public
security as an anti-terrorist
measure.
(The ÉPC intends to use this
money to fund FREE college
and university education.)
___ B.10 Immigrants and non-residents found guilty
of a minor crime will be obliged to leave
Canada immediately or following their
incarceration in the case of a major crime.
___ B.11 New Canadians who repeatedly commit
crimes will have their Canadian citizen-
ship revoked.
___ C. Prison Reform
Prisons have been extremely costly for the
taxpayer and a complete waste of productivity
for the country.
The detention centre penal system is designed
to help inmates become productive members
of a prosperous, education-centric society.
___ C.1 The term "prison" will be replaced by the term
"detention centre".
___ C.2 Inmates will live in minimum security detention
centres.
___ C.3 Detention centre personnel will be unarmed.
___ C.4 Unruly inmates will be sent to a psychiatric

___ C.5 Any person who abuses an inmate will be
_ ______ terminated.
___ C.6 Detention centres will be coed (made up of
both sexes).
___ C.7 Each detention will have a 12-member inmate
_ ______ association of six (6) men and six (6) women
elected every six (6) months: they will meet
Mondays in the forenoon.
___ C.8 Detention centres will be education centres
_ ___ __ that collaborate with each inmate to develop
his/her education plan that will give him/her
a professional direction.
___ C.9 The individualized education plans will remplace
_ ___ _ _ the need for probation officiers.
___ D. Smart Policing
___ D.1 Police and intelligence forces will be
composed of university graduates with
an honours degree.
___ D.2 The chiefs will have a graduate degree.
___ D.3 They will view POLICING AS SOCIAL
SERVICES.
___ D.4 They will make sure before any minor
charge is laid:
.1 the individual knows the law;
.2 has received warnings.
___ D.5 They will lay the charge only if it's in the
public's interest.
__ _ __ _ Note: too many persons "incapable"
of criminal intent (mental patients,
addicts who commit crime under
compulsion) are incarcerated
though this is illegal.
___ D.6 FREE criminal background checks.
___ D.7 All police service revenue will:
.1 be made public;
.2 remitted to the Government of Canada.
___ Note: currently, police revenue from
fines and other things constitute
a supplementary source of revenue
that is open to abuse.
___ Note: the Toronto Police has started a
new revenue generating practice
several years ago, the "commer-
cialization" of their services: this
means that every construction
site has to have one (1) or MORE
constables; even office furniture
going across the sidewalk requires
a cop. Apparently, this imposed
cost to business is a daily flat fee
of a $1000 per cop. The ÉPC views
this as racketeering by a criminal
police force.
