That isn't true if you also mean no capital gains tax.
If the US were to eliminate the annual tax return and
depend on a federal sales tax in addition to the state
sales tax, the GDP would drop by 30%, even with the
current federal tax revenue numbers.
If the federal sales tax were enough to balance
the budget without reducing spending, the GDP
might drop 50 percent because the sales tax
would be over 50 percent.
Both income tax and sales tax are economic
reducing measures, which were the only logical
way to raise government revenue when everything
was made by hand and farmers used animals to
pull one blade plows and harvested wheat manually.
The world socialists would like nothing better
than to see great nations adopt a national sales
tax because they know it means a hardship for
private enterprise and reduces economic activity.

Nothing would encourage saving more than a
national sales tax, and nothing would be more
harmful to business than a national sales tax.
People will always try to reduce taxes because
taxes reduce what their labor provides to them.
And the present tax system depends on
sales volume because all earned income depends
on sales volume.
But taxes of any kind reduce sales volume,
so if any changes are made, they should do
something to increase sales volume, in some
way to actually encourage spending.
This is possible today because of mass
production and world trade and electronic
communications, the legislators of the
world are still thinking in 1700s ideas.
Capital gains tax is less because it
is long term and slower turnover of money,
to get the lower rate an asset has to be
held a year or more, some things are
held 20 or 30 years.
Any suggestion that capital gains
should be taxed the same as income
is about as stupid as can be.
