I was wondering... I just started using the tuckey jar and when i try
to add the filter and start tomcat i get the following error

SEVERE: org.tuckey.web.filters.urlrewrite.Conf ERROR: Exception
loading conf  Connection timed out: connect
java.net.ConnectException: Connection timed out: connect
        at java.net.PlainSocketImpl.socketConnect(Native Method)
