Varience between Top Content and Content by Title

Could you tell me why the numbers are different in these two reports?
Eg., visits on Top Content for the Welcome page on one of our sub-
sites is 19,694, yet in Content by Title the Welcome page shows 19,704
visits. The difference isn't staggering, yet in certain cases are off
by hundreds.
