1) Ensure the tracking code is in place on your web site (using either urchin.js or ga.js).
2) Check that __utm.gif is on your web site under the correct URL (depending on how you've setup tracking) and returns a 200 response (you'll see this in the web server logs).
3) Make sure you are logging cookies to the access log file that Urchin uses as its log source, and the log format is correctly detected by Urchin.
There are likely other things you should check--these are the top 3 off the top of my head. Let us know if that doesn't solve your problem.
