fast break rule and throwing from OB/in endzone

to UPA 11th edition rules
If a receiver catches the disc, runs out of bounds or into the endzone
and throws before coming back into the field it's a travel.
However XV.C and XVI.J.2.b make an exception for travels, all travels.
So by me reading of the rules a player can make legal throws from OB
and in the endzone as long as the two requirements to XV.C are met.

Am I missing something?

Assuming not, it's pretty obscure and unlikely to actual happen so
maybe it's a hole that doesn't need to be plugged. Besides, if/when
it does happen, it might be fun to watch some defenders head explode
as he tries to argue that it is a travel.

It can be fixed by adding something like:
XV.C.3 the player must have a point of contact on the playing field
proper or, if airborne, the players last point of contact must have
been with the playing field proper.

XV.C. If a player catches the disc while running or jumping the player
may release a pass without attempting to
stop and without setting a pivot, provided that:
1. the player does not change direction or increase speed while in
possession of the disc; and
2. the pass is released before three additional points of contact with
the ground are made after possession
has been established.

XVI.J.2.b) It is not a travel if a player catches the disc and
releases a pass before the third ground contact (XV.C).

You're missing the specific vs. the general rule. The travel exceptions are more general in that they apply to the whole playing field. Here, the IX.C and XI.B rules state that the disc must be put into play at specific points if their particular circumstances arise.

IX.C In & Out of Bounds
1. If momentum carries a player out-of-bounds after landing in-bounds with possession of an in-bounds
disc, the player is considered in-bounds. For this exception to apply, that player’s first point of ground
contact with any area must be completely in-bounds. The disc is put into play at the spot on the perimeter
line of the playing field where the player first went out-of-bounds (unless X.A.2 applies). If the player
traversed the end zone being attacked, XI.B applies.

X. End Zone Possesion
B. If a team gains or retains possession in the end zone that they are attacking other than by scoring a goal in
accordance with rule XI, the player in possession must carry the disc directly to, and put it into play at, the
spot on the goal line closest to where possession was gained.

XI. Scoring
B. If after receiving a pass outside the end zone, a player comes to a stop contacting the end zone, that player
must carry the disc back to, and put it into play at, the closest spot on the goal line.
