New issue 217 by sunyin51: improvemnt, movable menu bar and shortcut bar

As the screens become wider and wider, it is preferred to place shortcut bar
and menu bar on the side not the top spot of window.
It will be better if it is configurable.

No, this feature is not support in ulipad. Because ulipad uses the standard
menu bar
and tool bar.
