IARU proposal for HAB telemetry in 70cm Bandplan

Thanks to Trevor for spotting an item before the International Amateur Radio Union Region 1 (Europe) conference coming up in Vienna in September, where a Belgian Amateur proposes adding a specific reference to narrowband HAB telemetry into the Region 1 Bandplan for 70cm:

I wonder why he's suggested 434.500 rather than 434.715, which is by far the most popular channel?

Even if adopted, this will not be applicable in the UK, were Amateur airborne operation is not permitted in the 70cm band anyway.
